  2. Combine 2 cups of all-purpose flour, granulated sugar, baking powder, salt, and 2 tablespoons of butter in a large bowl. Beat egg and 3/4 cup whole milk together in another bowl. Pour into the flour-butter mixture and stir with a beater blade just until the ingredients are barely combined.
  3. Roll the dough out into a large rectangle, about ½-inch thick. Spread the 2 tablespoon butter evenly over the dough.
  4. Combine granulated sugar, brown sugar, and ground cinnamon in a small bowl. Sprinkle 1/2 of the cinnamon-sugar mixture in the bottom of the prepared baking dish. Sprinkle remaining cinnamon sugar over butter-brushed dough. Roll dough around filling to form a log; cut log into 9 rolls and place rolls in the prepared baking dish.
  5. Bake the cinnamon rolls in a preheated oven for 20-27 minutes, until golden brown.
  6. To prepare the frosting: In a medium-size mixing bowl, whisk together
  7. cream cheese, butter, sugar powder, vanilla extract, until smooth.
